Any way to get rid of black bars on top and bottom without lossing sides

The program I have been using for years to make PSP movies had a setting where you could crop the black bars off the top and bottom but not crop the sides. I really like that because the movie came up on the psp in the right aspect ratio with black bars, but you could hit full screen and it would stretch it up a little because the black bars were not recorded, so it took up the whole screen with out lossing the sides. the aspect ratio would be wrong but you would have the whole picture taking up the whole screen. sorry if I diddnt explain that well but the settings I have been using with it were 400x192 and I would crop the black bars off.
any way to add or change the cinezoom settings? I hate choosing whole picture with black bars, or missing the sides . I want it all!:agree:
