I also go by the SIZE of the subtitle stream.
If it's there is a little bitty English subtitle stream - I usually take that one.

Not all forced subtitles are listed as "forced" either - which just confuses things.

I understand your dilemma but you will not see such an option to the best of my knowledge. There have been quite some discussions on this topic and it is one that has not been well documented or handled. The "forced" subtitles as you call them are on some DVDs as a special subtitle track but not labeled as such.
On some titles this is a unique subtitle track shown in the same language as the main audio track, on others it uses the standard subtitle track in the same language as the main audio track except marks a subset of the subtitles as "forced" (or as Clams suggest a real short one). There is no standard way known to make these short bursts easily selectable.

For this DVD what audio tracks are offered?
