TMT - audio downsampling?

OK, I've read conflicting reports about whether TMT downsamples HD audio to 48/16. Can anyone confirm whether it actually does (or doesn't) ? Why does the program have an option to 'enable downsampling' ?

I have a Creative soundcard that supports 24-bit/192KHz audio.
