Default Quality Question

What determines the quality of the movie. At first it seemed like the longer the movie, the lower quality it will be, that is for DVD-R without Dual Layer. I've been burning using DVD-R (4.7 GB) and recently I have had movies that were only 1 hour and 20-30 minutes and the quality is around 80%, some of which are pretty blurry when played on my DVD. Than sometimes I will have a movie over 2 hours that is above 90% quality. I've had many movies that are as low as 60-70% which I saved to my hard drive until I figure out how to improve quality or until I buy Dual Layer. I hate to buy Dual Layer if I can fix this somehow using only DVD-R. I take out all of the menus and special features leaving only the movie itself yet some movies retain very low quality. I was just wondering why some movies are low quality even though they are short movies and if there is anything I can do to improve the quality without getting Dual Layer CD's.

Quality is mostly determined by disc space used. DTS audio takes up more space than other audio formats, for example. Also, the size of the picture and the video codec used can be other factors.
